IPv6 is not yet supported. This will have to wait for corresponding sup-
port from pf(4).
I don't know whether ftp-proxy supports IPv6, but pf lacking IPv6 support
can not be the issue.

Remove the complete last line of ftp-proxy(8) if ftp-proxy support IPv6.
If not remove the fact that pf(4) doesn't support IPv6.
