I had a similar problem, I think.

I applied [1] that I found on [2], recompiled the kernel, and after a
reboot it was fine. The CD-Rom is working fine now.

Unfortunately, the boot CD and the floppy image on the installation CD
doesn't have an updated kernel... So installing should be done with ftp
or using a dos partition. Last time I checked, the floppy image on
ftp.openbsd.org weren't updated neither.
