I've been using PuTTY.

Good stuff:
* Entire package in single 230k .EXE file
* Seems to work quite well.
* Lots of configuration options.
* Low impact on system (o.k., I'm running it on a PII-400. I may not
be a good judge!)
Bad stuff:
* Keeps configuration information in Windows registry, which means if
you build up a list of configurations and sites, you can't just copy
one file to a floppy and carry it with you. Major bummer, esp. for a
single file program.
* Unfortunately, it may not be U.S. legal. See the web page. Not a
lot of info, sounds like the author isn't too worried about it, but
then, he's not in the U.S. Ah, what a mess... It may not be possible
to have a U.S. legal ssh program... (authoritative comments welcome!)
* I haven't found a font I *really* like for 132col on a 1024x768
screen, but then, I haven't tried really hard.
I've found it works quite well for me, seems to put minimal impact on
the Windows system (unlike another telnet program I used to use).

frames. It's called PuTTY partly because it makes Windows usable :-)
