I think ALTQ now runs on OpenBSD 2.6, and that should solve your problem.
You could try it.

There is no mention of it in the OpenBSD home page, so I don't 
know what kind of support it has.  I know there were some mails 
regarding this in the past, but would like to know the current status 
of ALTQ (or other means to shape BW) in OpenBSD.
