This indicates you are behind a firewall.  The default mode of ftp requires the
server to assign the data port (which your firewall is blocking).  You can
login, see the motd, but issue a get or ls and kapoooot.  To overcome this use
ftp in passive mode, this causes the client set the data port.  All you need to
do is set the variable FTP_PASSIVE_MODE to something other than "NO".
ie..

/etc/rc.local

FTP_PASSIVE_MODE="YES"
export FTP_PASSIVE_MODE
