Much thanks to Brian and Lars,

It is appearently the permissions on resolv.conf that was doing it. Once
I made it readable, I connected fine and was able to resolve fine. 

The only weird thing that I get now is an occasional alert with 
something
like:

         tun0: not multicast capable, IPv6 not enabled

I not sure what this means except I'm sure that it has something to do
with the IPv6 support OpenBSD now has but it doesn't seem to effect 
anything so it's not a problem.
