It is.  It's an entirely different CPU architecture.  Although
Intel has in fact presented quite a few new architectures over the
years (i432, i860, i960), this is the first one that might actually
replace the x86 family.

Yep.  Arguably even more so, since IA-64 is a VLIW architecture,
IIRC.
