It still looks at /etc/ftpchroot, /etc/ftpusers...

you could always put anonymous in /etc/ftpusers, the no anonymous-login
is allowed. But of course, in this case both ftpd's will look at
/etc/ftpusers, just patch the one to read a different file instead
/etc/ftpusers (e.g. /etc/ftpusers.anon) and don't add anonymous to that
file...should be possbile...
