in the manpage for ctime(3), in the notes section, there is the
following:
Avoid using out-of-range values with mktime() when setting up
lunch with promptness sticklers in Riyadh.
what do promptness sticklers in saudi arabia's capital have to do
with mktime()?
it appears that this was present in the initial import from netbsd.
