I asked Theo this a long time ago. (Does anyone else get the impression
Theo has me on his short list? If not, he should by now. :)

The gist is -- adding a third CD to the mailing would require a larger
media distribution carrier, one which would nearly triple shipping costs
on average to all destinations -- this of course would be a Bad Thing,
as few people want this, and perhaps fewer still would pay for the CDs
to be shipped, particularly in bulk.

(Thinking of which -- How is the subset of packages that do make it onto
the CD decided? I wonder if something similar to Debian's
popularity-contest package would be useful for anyone under OpenBSD..)
