ipf rules glitch

hi

I have a OBSD firewall and a multitude of OS's on the network behind
it
when say i try to ftp anywhere using a windows box, i get connected
to the source ftp server, yet i dont seem to get the dir structure
and also have a "no route to host" error
this also happens on my Debian workstation..

Is this something to do with a rule that needs to be inserted as at
present i dont have any rule blocking any ftp port
