You can always download the files you need 
(ftp.openbsd.org/pub/OpenBSD/2.8/).  The project just doesn't provide 
Official CD Images as an incentive to buy the cd to support the 
project.  There are third party (read: unofficial) images out there 
somewhere I'm sure.  If you wanted you could download 2.8 for the 
architectures of your choice, the packages of your choice, and then make 
your own custom image.
