Problem while trying to do net install on Sparcstation 10

Machine Type: Sun Sparcstation 10
Intended OS: OpenBSD 2.8
Machine Name: bugzilla

I boot bugzilla from floppy (floppy28.fs from ftp.openbsd.org) with no
problem and configure the disklabels for the internal disk. I then
configure the network interface (le0). 

When I try to ping another machine on the same subnet from bugzilla, I
get "ping: sendto: Host is down". Attempting to ping bugzilla from
another machine on the same subnet, it appears that bugzilla isn't
responding to ARP requests. 

What should I be checking?
