Restart your build from scractch (with 'make build |& tee log' in the
XF4 directory) and keep the full build trace. Send here only the last
lines including the error message(s). You probably made some mistake
in the process.

I'm 100% sure that the only thing depending on Tcl/Tk in XF4 is
XF86Setup in xc-old and that setting TCL to NO in host.def will
disable its build. 

Or, if you don't want to spend more time on this problem, start by
installing the X binaries from the OpenBSD ftp server or from your
CD. After all there are many other Chicken/Egg problems in a full
system build, it's not unreasonable to say that you must have X
installed first to rebuild it.
