If you have to ask the question, you will probably find it more
productive to just install ALTQ using the normal processes.

The ALTQ web site indicates that the "standard" ALTQ distribution
installs into 2.8, and there are patches for 2.9.  Probably be much
easier to do (and maintain) than to make a current/stable hybrid.
