Snapshots of -stable?



Are there any official online repositories of -stable, in a manner
similar to the snapshots of -current?

I  know that  I can  build my  own release,  host it  locally, and
install  from that,  but,  for convenience's  sake  when I'm  away
from  my  network, I  wouldn't  mind  doing  an FTP  install  from
*.openbsd.org that goes straight to -stable.

I'm assuming that the May 5 date on the files in

    ftp://ftp.openbsd.org/pub/OpenBSD/2.9/i386/

indicates that this is the same as what I have on CD.

Also,  what is  the  rationale  for not  keeping  the default  FTP
install synched with  -stable and providing a  separate archive of
the actual release?
