It depends a lot more on your video card than on the OS. OpenBSD 2.7
includes XFree86 3.3.6. So it will work OK with all cards supported by
XFree86 3.3.6. OpenBSD 2.9 includes XFree86 4.0.3 and the servers
from 3.3.6. So it will work with any card supported by at least one of
these versions.

To install KDE, you should use the ports
<http://www.openbsd.org/ports.html>, but your probably already know
it.  I don't remember if KDE was already included in the 2.7 ports,
but for sure it's in the 2.9 ports.
