Netmask is 16. See below for why (install cidr, it's useful)

$ cidr 246.145.0.0/16

ip address..........:  246.145.0.0
netmask.............:  255.255.0.0

network address.....:  246.145.0.0
broadcast address...:  246.145.255.255

total host addresses:  65534
