Try specifying the SSID you want to connect with.  In /etc/hostname.wi0:

    !/sbin/wicontrol \$if -n "SSID of base on 7" -p 1 -e 0 ...
    dhcp

Also not that if channels 9 and 7 are available in the same physical
location, the signals from the base stations will almost certainly
interfere and reduce your througput markedly.  Switch the stations to
channels 1, 6, and 11.
