IPSEC route creation

We are setting up a VPN with OpenBSD 2.9 stable according to the OpenBSD FAQ 
chapter 13. The VPN is between two networks with private IP addresses.

With netstat –rn we see the remote network listed under encap but no traffic 
is forwarded, when we use route add things start working.

We expected IPSEC to create the route but this apparently does not happen. Is 
it normal to have to manually add routes on both gateways to the network 
behind the other gateway?
