Would I be correct in assuming you're trying to FTP to this server from
the other side of this Cisco router?

If so, I suggest you read http://www.svartalfheim.net/natftp.html if the FTP
server runs 3.0 xor http://www.daemonnews.org/200109/ftpnat.html if you run
2.9 or earlier.

Even if you're not doing NAT, this should be helpful.  (basically, if I'm
right, you need to redirect a lot more ports and convince the ftp server to
respond with your external address -- the latter is already done if you
don't use NAT).
