popa3d install

I'm trying to get popa3d working with no luck at all (the version included
in OBSD 3.0).

I've added the line to my inetd.conf, as the man pages say, but nothing was
listed in ps -aux after rebooting. I tried launching it manually with the -D
option and it just exits immediately.

What am I doing wrong?

If I make changes to inetd.conf I assume I have to reboot to see them - is
that right?
