There are two ways of running without a base station.  You can use
"demo ad hoc" mode (port type 3), but this is a non-standard method
and limits the kinds of cards you can talk to.  The other is IBSS
mode, where one of the cards simulates a base station.  This
interoperates better, both with other cards and other systems.  To set
this, keep port 1, but on the machine you want to simulate the bas
station, set the "create IBSS" bit (wicontrol -c 1).

As we've seen, that's not the issue here, however.
