Oh boy.  I just realized something...  I DID upgrade to
0.9.6c this past week.  Unfortunately, no one had answered
my questions about the correct way to do this on OpenBSD,
so I simply installed it into /usr/local/ssl.

Could this be a problem with having two versions of OpenSSL
on the machine?  If so, what is the _correct_ way to
upgrade OpenSSL, or should I be asking how to compile
OpenSSH 3.1 against the new OpenSSL?
