FTP / Web / Mail Server

Hello folks,

I have tried to install OpenBSD 3.0 and set up as a FTP/web/mail server for 
my local domain, but since the 3.0 has something wrong with ssh, as it hangs 
when you try to login remotely using ssh, I thought may be the 3.0 release 
has some known issues.

I am asking you here folks: which release of OpenBSD is the most stable and 
has less issues ? comparing 2.8, 2.9, and 3.0 ?
