Wow, what a terrible issue.
But OpenBSD, OpenSSH, and the combination of the two thereof as packaged
in the version 3.0 distribution of OpenBSD all work fine.
The problem is in your implementation (i.e. user error. replace user
and press any key to continue)

I've got quite a number of 3.0 servers in production environments and
they are fine. I ssh into them from all over the united states.
The most serious issues I've seen with OpenBSD 3.0 are the personalities
of some of the people on this list, not with the OS itself.
Tell us more about your ssh problem. Maybe we can get you pointed in
the right direction to fix it.
