This works:
# cat floppy30.fs >/dev/rwd0c
# mount /dev/wd0c /mnt   # or was it wd0a?
# /usr/mdec/installboot -v /mnt/boot /usr/mdec/biosboot wd0
# umount /mnt

At least, I did some IPL this way.
