That's not a particularly usefull analysis. How does L2TP suck, in
particular?
A well-implemented L2TP solution will be implemented over IPSec
anyway. This is the recommended mode of operation.
I admit, L2TP is still a bit wacky, with all the LACs, and LNSes,
and so forth, but that particular division of service serves a useful
function, in that it reduces the problem of VPN establishment
to something users are familiar with: a dialup connection.
I think your assessment is in Error.
