At least there are three ways:

1. Create /etc/kbdtype with the line "de.nodead"
2. Edit wsconsctl.conf. The line "keyboard.encoding=" is your friend"
3. Use the kbd command your self

kbd -l gives you all possibillities (use nodead for de -> see man)
