I was waiting for another response, but I'll give this a try.  pcibios
reassigns interrupts to devices, though sometimes the devices don't like
their new interrupts.  Then they stop working.

If your computer works without pcibios, then it's completely unnecessary.
I think that a computer which needs pcibios is actually kinda rare.
