All incoming packets? My firewall pf.conf has this line for dhcpd:
#take dhcpd packets without logging
pass in quick on $if_ext proto udp from any to any port = 68

I've never had to call attbi to change my Mac addreess. The one they set
me up with is on my 8500 PowerMac, and as soon as they left I switched to
an OpenBSD 3.1 firewall. Booted no problem. Since then I've probably
changed machines or NICs 15 times. (I'm building firewalls for sale.)
I'm betting you've been blocking dhcp completely. You even diagnosed the
problem yourself. No dhcp and loss of internet, and all these blocked
packets in my pf logs...Hmmmmm, I wonder ;-)
HTH!
