Oh yes, they are, and should be included in the FAQ directly if relavant.  

But there's that whole problem of getting them to *READ* TFM.  That whole
horse-lead-to-water-and-making-them-drink problem.

It's just that if they could find the site to download it, they can just as
easily click the FAQ link.  Telling someone to RTFM, with 
pointers to sections is faster than typing it out for them.  Nick's page on
the matter speaks for me on the rest of it. 

Personally, I think misc@ should be shut down for the first week after a
release, maybe it would get people to stop and think (and read!).  But
that's just me.


Besides, guys, wasn't this covered before?  Jeez, ya'll know how to check
the mailing list archives!  8-)
