i would recommend that you just do the clean install and import your
settings and files. it's good practice for when you have to restore
from backups, and it limits the amount of legacy/broken/whatever junk
you drag along. doubly so if you feel like playing with -current (a
whole other set of rules apply there).

i've been doing a pile of 2.{7,8,9} to 3.1 migrations in the last few
weeks and for the most part it's a matter of diffing the running /etc
with the stock /etc and then carefully applying the changes to the 3.1
/etc. it never patches cleanly, but that's to be expected (ipf -> pf
is one notable change) and it's a lot easier than making sure i copied
all my changes correctly.
