Those values are nonsense and do not represent the real levels.
Wireless networks are lossy by nature, but with these cards and 3.1,
30% loss over a one foot DS11 link is ridiculous.

Try IBSS mode (-p4 -n <network name>) with one host as IBSS-master (-p4
-c1 -n <network name>). If that doesn't help, configs and dmesgs please.
