If you're using Acroread then by default it'll round down the characters to grey dots for display as they're so small.  Go to Preferences -> General and turn off 'Use Greek text below...'

See Daniel's post below if you've got XPDF (although it works in mine by default -- very slowly).  GS 6.5 + GV seems the best viewer on OpenBSD.
