This means, all *incoming* traffic on tun0, destination port 21 is
redirected to your proxy. I guess this is not what you want, right?

Unfortunately ftp-proxy can *only* be used with incoming connections, so
it can't be used on the machine actually doing the ftp, but has to be
done on a firewall or route before that.
