I have exactly problem too.
# cd /usr/src/usr.bin/ssh/
# make depend
===> lib
make: don't know how to make kexdhc.c. Stop in /usr/src/usr.bin/ssh/lib.
*** Error code 2

Stop in /usr/src/usr.bin/ssh.

Any body have idea?
