I was the person who provided the satellite packet dumps for the project
when they were in need of data to optimize pf. I'm not sure if I was the
only providing the data, but it's possible.

I do not know how to set up emulation but the more important question to
ask is what kind of satellite link are you trying to emulate?

Actual packet loss is less of a problem than perceived packet loss. This
is especially true on multiple access systems where some form of
multiplexing is being used. Latency of .5 to 5.0 _seconds_ makes many
packets seem to be lost when in fact they are just delayed too long.
