One possible solution would be to setup a transparent web proxy,
that logs usernames machinename and URL (grep'ed to display only
relevant parts of the URL) to a webpage freely accessible in the
intranet and notify everybody about this.
That way people who don't want to be listed with something like:
user|box|http://www.porn.com or user|box|http://www.kazaa.com will think
twice before going to internet.
If you explain it to the boss that it's a good way to
maintain productivity, it'll pass quite easily. And you don't have to
deal with high people that wan't to download/acces porn while at work,
cause if they want an access to internet they'll have to agree with
the organization' policy.
