"Building Linux and OpenBSD Firewalls" doesn't cover pf.  You may also
want to consider Absolute OpenBSD as it covers pf.

I personally recommend tcp/ip illustrated volume 1 and pf.conf(5).  A
lot of questions get asked due to a lack of IP knowledge.  Also, these
books will become out-of-date (as Building Linux and OpenBSD Firewalls
has), while pf.conf(5) will always be up-to-date.
