The FAQ procedures seem to be for setting up quotas for the *first* time.
There's nothing in there (or in edquota(8)) which says you have to use
quotaoff(8) and quotaon(8) before and after editing quotas.

edquota(8) does say:

	On leaving the editor, edquota reads the temporary file and modifies
	the binary quota files to reflect the changes made.

I imagine if you use edquota(8) *without* turning quotas off (and then
on again), it will reread the file without needing a reboot.

Of course, I could be wrong :)
