Why not have sendmail or whatever does the dnsbl lookup cooperate with
pf instead?  Have sendmail add the appropriate rule/ip to the table you
need.  First connect you get sendmail, second connect you get spamd or
tarpit.  Appropriate timeout mechanisms, etc...
