Normally you do. However, if you're upgrading to stable shortly after
its tagged, and the only thing thats changed from -release to -stable,
for example, is something in the kernel, then you'd only have to rebuild
the kernel. 

But for most cases, you'd have to follow all those steps. 

You can also just run -release + patches, which is not the same as
-stable.

Also google for binpatch, as another option.
