Is (U)pgrade whacked?

I'm trying (U)pgrade to repair a damaged /usr directory. While d/l &
copying the base33.tgz tarball, I begin getting messages like the
following at about the 70% mark:

tar: Unable to remove directory ./usr/libexec/comsat
tar: Unable to remove directory ./usr/libexec/fingerd
etc, etc

This seems odd since there is no 'libexec' directory under /usr?! I'm
guessing that since it expects to see one but does not, it raises the
error flag instead of just making the dir & copying the files.

Can someone offer a solution?
