An obvious question: do you have kdelibs-3.1.3p0.tgz in the current
directory?  I installed it directly via:

$ pkg_add \
ftp://ftp.openbsd.org/pub/OpenBSD/snapshots/packages/i386/kdebase-3.1.3.tgz

and it pulled in the kdelibs dependency fine.
