I don't think so, it's a local (user) procmailrc, not system-wide.
~/.relaydb is 0600
/usr/local/bin/relaydb is 0755

And it works to whitelist but not to blacklist.

I'm trying with relaydb -f ~/.relaydb -b to see if it was a problem of
locating the database.
