Per month?

No, not easily (well netstat and counting).  Or "some type of
proxy" where you also implement counters.

Do you plan to shut it off after the 20th when he gets his GB?
Does it matter to you if he uses an otherwise empty line at 4AM
to pull down (say) openbsd?

You can limit RATES - eg. user1 gets 100kb/s with ALTQ.
