OK it appears I've gone too long without sleep but this was a case of
RTFM. I went back after a break and read the "authpf" man page again.
It clearly states that authpf will not run and will exit silently if
the /etc/authpf/authpf.conf file does not exist."
I created an empty authpf.conf file and I now have the WIFI gateway
functionality I want.
