If you look at the mailing list archives or the PF FAQ, you
will see that the correct syntax is:

POP3_SERVERS="{ " $IZMR3_INTER_NET_IL $IZMR4_INTER_NET_IL \
     $MAIL_RU $BLUEBY_TEMP_VERIOHOSTING_COM " }"

Same for the other substitutions.
