guess the law we're considering here is:

Loi n° 94-665 du 4 août 1994, Loi relative à l'emploi de la langue française

Those fluent in franca, er, French, can have a look at :
http://www.legifrance.gouv.fr ('Les lois et règlements', then enter the
date).

AFAIK, though part of the site is translated in English and Spanish,
this very law isn't translated.
